The engine has a side-valve (L-head) design, a splash-type lubrication system, a horizontal carburetor with a butterfly valve, and CDI ignition systems. The GE400 has an 86.0 mm (3.39 in) cylinder bore and 70.0 mm (2.76 in) piston stroke. The compression ratio rating is 6.8:1.
The engine produced 10.1 PS (7.4 kW; 10.0 HP) at 3,600 rpm of maximum horsepower and 23 N·m (2.3 kg·m, 17 ft·lb) of peak torque.
